Every year, millions gather for Hajj, one of the largest religious events in the world. Managing such a massive movement of people requires strict coordination—and this year, Saudi Arabia is making it clear that rules will be firmly enforced.

The Ministry of Interior Saudi Arabia has announced that anyone transporting or accommodating visit visa holders in Makkah during Hajj without proper permits could face fines of up to SR100,000.

This includes providing shelter in hotels, apartments, or private homes, as well as assisting individuals in staying illegally within the holy sites.

Authorities say the penalties will be enforced throughout the Hajj season—from the beginning of Dhul Qada to mid-Dhul Hijjah—with fines increasing depending on how many people are involved in each violation. Vehicles used for unauthorized transport may also be confiscated, adding another layer of deterrence.

Officials are urging residents and visitors to strictly follow regulations, emphasizing that these measures are designed to ensure the safety, security, and smooth experience of all pilgrims. The public has also been encouraged to report violations through emergency numbers such as 911 and 999.

With millions expected to arrive, Saudi authorities are sending a strong message: compliance isn’t optional—it’s essential for a safe and orderly Hajj.
