IAF Launches Mega Tender for MTA Fleet to Replace An-32 and Avro Aircraft

The IAF’s multi-billion-dollar MTA program will modernize airlift capability, boost Make in India, and attract strong global contenders.

South Korea’s First C-390 Takes Flight in Historic Maiden Test

India’s skies are set for a major transformation. In what could become one of the largest military transport aircraft programs outside NATO, the Indian Air Force (IAF) is preparing for a massive modernization of its airlift fleet.

As per Sources, The Ministry of Defence (MoD) is expected to issue a tender soon for the procurement of 60 to 80 new Medium Transport Aircraft (MTA) — a move that will not only replace ageing fleets but also significantly boost India’s strategic lift capability.

Why This Procurement Matters

The IAF’s workhorse fleets — the An-32s and Avro HS 748s — have long been the backbone of tactical transport but are now overdue for retirement. The upcoming MTA program is designed to phase out these aircraft and bring in a new generation of airlifters with payload capacities ranging from 18 to 30 tonnes.

What makes this initiative more than just a replacement drive is its direct alignment with the ‘Make in India’ vision. Domestic production and technology transfer will be central requirements of the tender, ensuring that India’s aerospace industry reaps long-term benefits from this multi-billion-dollar deal.

The Global Race for India’s MTA Contract

With the MoD set to open the doors, several global aviation giants have already lined up to compete, each bringing unique strengths — and challenges.

Russian IL-276

Moscow has re-entered the competition, offering the IL-276 in collaboration with Hindustan Aeronautics Limited (HAL). The design promises continuity with India’s existing Russian-origin fleets, but concerns remain. Questions over financing, delivery timelines, and the reliability of Russian defence supplies in the aftermath of the Ukraine war could affect its chances.

Lockheed Martin C-130J Super Hercules

A familiar face in the IAF, the C-130J Super Hercules is already in operational service, renowned for its ruggedness and reliability. However, critics note that the aircraft’s basic design dates back to the 1950s. While it remains combat-proven, it offers limited scope for industrial collaboration and lags behind in modern fuel-efficiency standards.

Airbus A400M Atlas

The A400M Atlas represents cutting-edge transport technology. Capable of carrying up to 37 tonnes, even more than the IAF’s current Il-76 heavy lifters, it combines modern avionics, short-field operations, and even air-to-air refuelling capability. But this versatility comes at a cost — literally. The A400M is expensive to acquire and operate, with fuel inefficiency flagged as a potential drawback for India’s already stretched defence budget.

Embraer KC-390 Millennium (with Mahindra)

Brazilian manufacturer Embraer, teaming up with Mahindra Defence, is pushing the KC-390 Millennium. Sleek, modern, and equipped with advanced systems, the KC-390 offers a compelling balance between performance and cost. The partnership with Mahindra also strengthens its Make in India credentials, making it a serious contender.

Strategic Stakes for India

Experts underline that this procurement is about more than aircraft. It will directly shape India’s strategic lift capability for the next three decades and, just as importantly, serve as a catalyst for the domestic aerospace ecosystem.

With a minimum of 80 aircraft expected, the program is valued at several billion dollars. Beyond transport missions, the winning platform could also open avenues for industrial partnerships, technology sharing, and export potential — transforming India’s position in the global aerospace supply chain.

The Road Ahead

As the MoD prepares to release the official tender, all eyes are on New Delhi. The decision will not only define how quickly and effectively the IAF can respond to future crises — from humanitarian aid to high-altitude operations — but will also decide which global partner will share a place in India’s ambitious aerospace journey.
